a human performance and organizational development expert, is the founder and principal of Cobalt Strategic Partners. Brecca Loh specializes in Emotional Intelligence and received her certification using Daniel Goleman's benchmark model of human performance. She received her professional trainer certificate from The American Society of Training and Development and has published several research studies in instructional methodology and performance learning strategies. She is a sought after speaker on cutting edge training trends and techniques and a corporate educator mapping out and executing emotional intelligence programs.


She is an avid believer in viewing 'human capital' as one of the strongest assets of an organization. Her teachings are dedicated to systematically developing that asset and correlating it into measurable, tangible results that maximize performance and ensure accountability.

Brecca received a Bachelor of Arts in Political Science from Trinity College in Hartford, CT, a Master of Arts in Education from Saint Joseph College in West Hartford, CT and studied Cognition and Instructional Design in a Ph.D. program at the University of Connecticut in Storrs, CT. While there, she co-authored and published research studies in instructional design and optimizing human performance presenting findings before the Northeastern Educational Research Organization and the New England Educational Research Organization.
